Automated External Defibrillator (AED) Resolution Whereas, each year, over 450,000 Americans die from sudden cardiac arrest and two out of three victims die outside of a hospital in the United States; and Whereas, allowing public access to defibrillation could save up to 30% of lives; lives have already been saved with the placement of Automated External Defibrillators (AED) in major airports nationwide, including John Wayne Airport; and Whereas, the Orange County Board of Supervisors collaborated with the American Heart Association, Santa Ana College and the Operation Heartbeat Program to increase the use of defibrillators in the county; and Whereas, through her efforts as an advocate and public speaker, Helena Jacobson has kept the memory of her husband Raymond alive through the Ray of Life Program by educating Orange County residents about Sudden Cardiac Arrest and how the implementation of public access to AEDs helps to save lives; and Whereas, Helena Jacobson, enhanced Orange County’s emergency preparedness of sudden cardiac death with the donation of several AEDs to the Orange County Board of Supervisors, City of San Clemente, the State of California lifeguards, and the Orange County Sheriff’s Department; and Whereas, lives have been saved with the placement of AEDs in jail facilities and it is the goal of the Orange County Sheriff’s Department and the Orange County Fire Authority to equip their vehicles with AEDs; and the Orange County Board of Supervisors, in consultation with the Health Care Agency, has placed one defibrillator in the Hall of Administration; and Whereas, the Orange County Board of Supervisors supports the placement of AEDs in County operated facilities and encourages other businesses in the county to strive toward achieving this goal by 2006: NOW THEREFORE, BE IT RESOLVED that the Orange County Board of Supervisors does hereby support the placement and implementation of public access to Automatic External Defibrillators in Orange County facilities to help save lives from Sudden Cardiac Arrest.
